Does that mean when we standardize any normal distribution under no circumstance we get a z-score less than -3.09 or greater than +3.09?
The highest value depends on the z-table you are using. Some tables show even higher values, but probabilities decrease significantly afterwards and hence these values aren’t needed as often.
