Are the w_i^2 in the new L formula the new weights?

Good morning. With L^2 regularization, we have a new formula for the new weights. Then you show that now the loss function is the old loss function + lambda*sum w_i^2. Are these w_i the new weights or the old ones? And how can I obtain the new loss function starting from the new formula for the weights? Thank you
