How do I explan these graphs of the minist dataset?

in Convolutional Neural Networks with TensorFlow in Python / Testing the trained CNN

I plotted the graphs below from the mnist datasets. With an accuracy of 99.78 % I expected the graphs below to reflect this. ( Note, I ran the model for he second time). Does this suggest any overfitting?
