clarification needed

hello, just want to start by saying that i'm enjoying the progress for the statistics course, i just need clarification on this solved exercise why are we saying for the marked shoe size (only) that one shop is outperforming the other, the ones i highlighted cannot be interpreted as the second shop is outperforming ?
