Why did we use 0.1 and 0 as a range for conditional formatting ?

This user is a Super Learner. To become a Super Learner, you need to reach Level 8.
In the example, the user chose a threshold range of 0%-10%. Because the format was a number, the input has to be 0 and 0.10. However, these numbers are arbitrary as it depends on what end users need the threshold to be. The example could have easily been 0%-50% or even -5%-25%. It just depends on usage and company expectations.
