Regarding Information criterion

"The lower the coefficient the less data the model requires to make accurate prediction"- Hi sir, i cant able to understand what this line try to explain.  Wheter it says that,

1) Information Criterion with lower coefficient will only requries less data to make accurate prediction ? 

                                                                             or

2)Information Criterion with lower coefficient will only make accurate prediction for less data ? 

Please clarify my doubt sir!
