The statement "The complement of winning is drawing" is false because the complement of winning includes both losing and drawing, not just drawing. The complement of an event is everything that isn't part of that event, which is true. The event and its complement always make up the whole set of possible outcomes, so that's also true. The complement of Heads is not just Tails but anything that's not Heads, so that statement is technically false.
