When filter date 2020/01/10

I have a question about the where clause :
Do we want to know the number of closure accounts that account for the total number of accounts only on the date 2020/01/10 ? That means the total returns to the total number of accounts that opened and closed only on 2020/01/10. That is what the where clause calls for in the answers.
Or do we need the total return to all the accounts opened and closed on different dates?

Probably it will give a list of accounts, mainly it depends on how you write the query
