how do we know that case could be hypothesis or not?
why we consider that Clinton administration compared to trump administration is not hypothesis but Obama compared to Bush is a hypothesis?

It mainly depends on whether you can prove it based on statistical data or not. We have statistical data for Obama's administration period and Bush's administration period. So, we can compare them. However, there was no Clinton administration ever. We have no statistical data to do the comparison against Trump administration.
