Paste Special 0 added in Percentage

I was doing the first assignment in Section 2( text to column Exercise).When I copied the format from the first line and pasted in rows below. I noticed 10 got converted to 1000% ,20 got converted to 2000% when doing paste special. Is there any way to make sure that additional 0's are not added when copying the % format using paste speical?
