Unclear term 'manager'?!

I was a little bit confused about the phrase 'all managers'. I assumed to filter the 'emp_no' by 'manager' of the 'titles' table.

SELECT e.emp_no, e.first_name, e.last_name, dm.dept_no, e.hire_date
FROM employees e
JOIN dept_manager dm ON e.emp_no = dm.emp_no
WHERE e.emp_no IN (SELECT emp_no FROM titles WHERE title = 'Manager');

Yes, this is a valid solution. We need to extract the managers.
