How can I create a variable that can be used by different people (sections)?

This depends on the way in which your database system will be organised and in a company, it is usually the database administrators one can refer to about such a question.
That said, it is depending on the permissions of the different people when they will have access to the server or part of the data from the database. When this structure has been established, it will be clear and/or made available who shall be able to have access to the relevant type of variables.
