Why isn't it a population data?
I know it was mentioned in video that it's sample because it's the data for only 3 years. But when we are interested in a single year and have all the data from that year, doesn't that mean that we have population data?

I think the database is considered as population data when all Target audience who we want to collect data are involved in the database. I think 1 year is not always enough to infer to the whole population as the data can be different from each year.
