A mistake on lecture 5

There is a mistake on lecture 5, calculation of groups frequencies.
The instructor said that a number is included in a particular interval if that number is greater than the lowest bound and equal to or less than the largest bound.
The frequency of the first interval is 2 (1 and 9),
The first interval goes from 1 to 21, so 1 should not be included. Or the rule should be adjusted as:
A number is included in a particular interval if that number is equal or greater than the lowest bound and less than the largest bound.

I thought the same, but the first number -in this case 1- is always included in the first interval, and the last number is always included in the last interval.
