do I just assume that the data is normally distributed when deciding what statistic test to use?

Good question, For this exercise then yes we can assume normality. It makes sense as most peoples difference would be around the middle of the range with a few extreme values. There is a statistical test that you can use to test whether a collection of values could be assumed to be normal. Look at the Shapiro-Wilk test for further infomation
