downloading python
I already have python via anaconda but pycharm still needs me to download python in order to set it up. What do i do?

Upon creating a new project, a window similar to this one should appear:
You have the choice to either create a new conda environment, or use an existing one. If you choose to go with the latter, then click on the three dots to the right and choose the environment you'd like to work in:
