Excel does not create a graph

I have this problem

 
For some reason I can't create the chart. I copy the raw data paste it in a new sheet and then I use the text to columns with a comma separator, but when I try to create the chart I get this message and If I do it from the scatter plot option I don't get the data correctly. I tried to find fixes on the net but I didn't get anything that helps. Thanks in advance.
