How is finding D&A with ending PP&E a circular reference?
And also if the beginning PP&E values are changed while finding D&A using ending PP&E wouldn't it make the values entered before incorrect?

Because D&A is part of ending PP&E. That’s why it is a circular reference. It is like using same number which is actually a formula twice
