I had the same situation. Writing 'out' instead of 'OUT' solved the issue but dunno why.

code is not correct in WHERE clause and changing OUT to out change the how input works idk how.

Your code in the WHERE clause is not correct. Please, correct it. You typed EMP EMP_NO instead of
EMP_NO. Also, good practice is to type with capital letters only the keywords. Sometimes, the Workbench behaves like this when the IN and OUT keywords are written with capital letters. If you write them using small letters the problem will disappear.
