Looking for Gender Discrimination or Racism -- Correlation vs. Causation

This Hypothesis Test wants to find gender discrimination. But the test only finds if there's a gender wage gap or not. Those two are not the same. If the test found that one gender CORRELATES with lower pay, that's not the same as finding that gender CAUSES lower pay. Shouldn't a statistician steer clear of such thinking?
