Identifying KBQs is important. But is it not more relevant to define KBQs after identifying the stakeholders? Each stakeholder persona may have different KBQs depending on their job roles and day-to-day objectives. Should therefore 'Defining Stakeholders' not be the correct answer to question number 6?

I don't think Key business question KBQs would be dependent on stakeholders, because an organization needs to first identify its KBQ before even making it available to stakeholders. therefore it is the stakeholders that are dependent of KBQs and not the other way around
