Why did we add MIN in this query?

Is anyone going to answer this question?  I have guesses, but I would like to hear the motivation from someone on the instruction team.

Please accept my apologies for the delayed response.

We use it to extract just one department number. If we didn't, we would have obtained all of them, thus getting more records than we need.
