I use Excel 2016. The following shortcuts do not work properly:
Ctrl + Shift + ~/@/# - not working
Ctrl + Shift + $ - formatting to Date (only the top-left cell)

The shortcuts in Excel 2016 are not customizable. In previous versions, one could go to File/Options/Customize Ribbon/ , and then select the button "Customize" below the list of Popular Commands.
Apparently, this feature has been removed, and all you can do now is add a command to the Quick Access Toolbar, and then access it through a combination with the Alt key.
