Resolved: The same as permutations

According to this explanation, aren't variations without repetitions the same as permutations?

Indeed, these two quantities are very similar in nature and, in fact, the same when p equals n:

Still, variations without repetition allow you to find the number of ways in which you can arrange p objects out of n, where the order in which you arrange them is of importance.
