If I do the seven courses and the two electives of my choice thus leaving out Introduction to Data and Data Science due to it being optional, is that okay for achieving the certificate provided I complete the necessary practice and final exams?
Is the final exam based on the nine required courses only(inclusive of the two electives of my choice)?

Yes, that's absolutely ok. You can skip the optional course and you will not be tested on it.
The final exam is based on the seven required courses. It does not include questions from the optional or elective courses.
