Resolved: Non-ML tools for predictive analytics.

Apart than ML, are there other tools used to predict future market or client behaviour? If any, are they equally effective? If no, does it mean as a Data Scientist I would have to employ ML in each project involving predictive analytics that I take on?

Nah, you may very well end up with ether a fancy ML model or a presentation/dashboard as a final product. The presentation/dashboard is then used to predict the future with a human brain (analytics). It depends on the context a lot whether you're gonna use ML or not.
If you don't wanna do ML for some reason, applying for Data Analyst positions should be your choice.
